I will rather put the blame on all the three categories,the parents, students and the teachers.
The students are to be blamed because,They think the teachers wil have to
The parents are also at fault because,most of them don't monitor their children or wards academics life,They think also the teachers are to do everything for them.
Lastly,The teachers are blamed due to the fact that,some teachers in some schools are actually very lazy to upgrade themselves so as to upgrade their students.
